Amazonian visions of Visión Amazonía: Indigenous Peoples' perspectives on a forest conservation and climate programme in the Colombian Amazon

Abstract Although Indigenous Peoples' rights to own, control and manage their lands territories are well established under international law, Peoples affected by forest conservation climate protection programmes continue denounce interventions that fail uphold rights. This article focuses on the internationally funded Visión Amazonía REDD Early Movers programme in Colombian Amazon. Drawing observations critiques rightsholders Middle Caquetá River human insights from a legal complaint raised one community against programme, we demonstrate programme's inadequate of collective rights, especially relating fundamental right free, prior informed consent resulting inequitable benefit sharing. We focus conflicting views between non-Indigenous actors over definition direct effects (which triggers requirement for consultation consent), basis inclusion as beneficiaries, role accorded science such programmes. Notions permission customary law economic practices concerned central conviviality reproduction non-human societies within territories. To ensure more accountable sustainable environmental finance interventions, respect self-determination territorial cultural recommend these initiatives adopt rights-based, pluri-legal intercultural approaches centring structuring principle. Additionally, call robust measures programmes, recognize property, traditional livelihoods science.
